FITCAM Scales Up Citizens’ Actions against Corruption using Mobile SMS technology

Through the introduction of Be-Pro-Maps FITCAM is able to integrate mobiles into community monitoring of basic education infrastructure projects. Be-Pro-Maps provide content on budgets allocation for construction work as well as information on the specifications and nature of services to be provided by local councils and public contractors to education establishments.

Disclosing how much exists in public budgets for spending can be an incentive for public participation and demand for accountability. However, in the current political context in Cameroon where budget allocations and expenditures are still hidden from public view, ordinary citizens can hardly access meaningful information about government spending on community roads, hospitals and health centers, schools and even general service supplies.
While we know that good governance is participatory governance, public officials at the center and local community levels of government are often reluctant to adopt such a participatory approach in their day to day decision making and decision implementation activities. They do this by either excluding the people outright from access to essential information on decisions taken or in other instances, information is only made available in a way that the people do not understand and cannot access or utilize effectively. This is because decision makers and public administrators do not want their version of facts and resource allocations to be called to question by citizens with knowledge of local conditions and resource allocations for community development on energy and water, agriculture and rural development, education, health, infrastructure and general services.

However, FITCAM believes that for Cameroon to become an emergent economy by 2035 where the rule of law is respected; resources are administered and properly accounted for; ordinary citizens must be empowered to know what their government is doing in their name. With close to 70% of tax payers� resources being invested on infrastructure and development programs across the country, stronger local participation is needed to ensure that resources are not being recycled into the same pockets or that information on the nature of projects to be carried out with these resources remain in distant government offices where ordinary citizens cannot access; or are put out in forms where ordinary citizens cannot understand and contribute towards effective monitoring.
Communities such as Bafia in Muyuka, Horfort in Tiko and Mabetta in Limbe have in the past allowed expenditures on education infrastructures in primary schools to go uncontested. As a consequence project execution rates for primary school classrooms in their area have remained low, quality of benches, didactic materials and teacher�s desk compromised while resources that could have been life transforming for both the pupils and their teachers go missing.

In a modern era where a new digital economy is emerging the opportunity to harness mobile technologies to solve community development challenges are being expanded by FITCAM to bridge an information gap which has often limited ordinary citizens in poor communities in Cameroon from accessing information that could enhance their participation in community development programs; hence their demand for justice and accountability on public spending that is misappropriated or community development projects where quality is compromised.

As an open source platform BE-PRO-MAP allows head teachers, school management boards/inspectors and teams of Parent Teacher Association to work constructively with local mayors, local communities and public contractors to ensure that money destined for their community primary schools actually reaches them.

After receiving training on education resource expenditure tracking and participatory governance principles, head teachers, school management boards/inspectors and teams of Parent Teacher Association from 4 different communities requested improvements on a series of tasks on their primary school building project that was deliberately ignored by public contractors and local government controllers in a bid to cut back resources for themselves.

Our work and experience in integrating mobile solutions into development work points to the fact that mobile solutions can serve as a veritable tool not just in exposing achievements and failures in public service delivery systems but also in the engagement of both citizens and local government towards the joint validation of the actual outcomes of community development programs.
